I don't use pedals, so can't comment on this particular issue.

I have found, while experimenting, that many pedals add to the signal in unwanted ways. There seems to be a baseline of "noise" that is added, that goes missing if the pedal bypass is "true" bypass or if the pedal is taken out of the signal path. There are apparently some high quality pedals that add very little extraneous noise to the signal, but I haven't personally found them.

As an interim measure I'd suggest cleaning the plugs on the pedal with something like Caig's DeOxit. Spray it in the jack, work a 1/4" plug in and out several times and see if what you are getting is noise from dirty contacts.

Cleaning jacks on your gear (all jacks on amps, whether used or not) should be part of your annual preventative maintenance routine. You'd be shocked how much gunk collects on the contacts and that interferes with signal.

Just the type of thing that could drive a person nuts trying to find the noise source. The video below suggests that cables might sometimes be the problem.
